MEETING MINUTES
OCTOBER 11, 2023

The chairman called the monthly meeting for October to order at 7:01 pm at the Union Office/Fire Hall at 500 Main St. The Open Meeting Laws were displayed for public reference. On roll call: Seyler – Aye, Feek – Aye, Fritschle – Absent, Ruby-Aye, Hill – Aye. Ruby motioned to open the One-and-Six-Year Street Hearing at 7:01pm. 2nd by Hill. By Roll, trustee votes are as follows: Seyler – Aye, Feek – Aye, Fritschle – Absent, Ruby-Aye, Hill – Aye. Motion approved. The Board reviewed the Plan as prepared by Olsson. No additions to the capital improvement plan, to pave around the concessions stand and pavilion, from last year, just street maintenance. Ruby motioned to close the hearing at 7:03pm. 2nd by Feek. By Roll, Trustee votes as follows: Seyler – Aye, Feek – Aye, Fritschle – Absent, Ruby-Aye, Hill – Aye. Motion approved. Minutes of the September Board Meeting and Hearing were reviewed. Clerk is to provide Water and General Fund info and water distributed/billed to Olsson so they can update the Pre-App for funding. CLERK REPORT – The clerk is in the process of converting the billing and financial accounting software, and training for the new programs. Playground fundraising has been successful. The Village has enough money set aside, along with the current fundraising efforts, to order the new playground equipment. Order is estimated to be delivered by Mar/April 2024 for installation. Village Maintenance Report – Heyen reported 1,563,000 gallons of water metered and pumps ran for 271 hours, 280,000 was pushed through the lagoons to maintain levels. The lift station processed 984,000 gallons of waste water. The F550 still needs manifold repairs. Heyen will begin work on it, since Michael’s Garage has been too busy. Fire/Rescue Report- New squad will be delivered next month. Union United Inc. Report: The Go Fund Me Fundraiser for the playground has reached almost $12,000. Union United has also raised fund in the amount of $5,000 toward the playground. New Business: Hill motioned to pass Resolution 24-01, approving the One-and-Six-Year Street Plan. 2nd by Feek. Motion approved. Ruby motioned to pass the Audit Waiver Resolution 24-02 for FY22-23. 2nd by Feek. Trustee votes as follows: Seyler – Aye, Feek – Aye, Fritschle – Absent, Ruby-Aye, Hill – Aye. Motion approved. The Clerk laid out the budget for the playground project. The funding is broken down as follows: $25,000 from Leasing Enterprise income, plus $10,000 from General Culture and Recreation. Union United will donate $5000, plus the proceeds of their Go Fund Me. The total project will cost approximately $88,000. The Village has received a grant for approximately $26,000, and waiting for approval on another grant in the amount of $4,800, leaving the unfunded amount around $6,000. The amount needed to order the equipment is about $47,000, which is available. Ruby motioned to authorize the purchase of the playground equipment. 2nd by Hill. Trustee votes as follows: Seyler – Aye, Feek – Aye, Fritschle – Absent, Ruby-Aye, Hill – Aye. Motion approved. Hill motioned to adjourn at 7:26pm. 2nd by Feek. The next regular meeting is scheduled for November 8, 2023 at the Union Fire Hall.
