MEETING MINUTES
JULY 8, 2020
Chairman Seyler called the monthly meeting for July to order at 7:01pm at the Union Fire Hall. The Open Meeting Laws were displayed for public reference. On roll call: Seyler – Aye, Vidlak – Aye, Eaton – Absent, Ruby – Aye and Crook- Aye.
Minutes of the June Regular Board Meeting were reviewed. Crook motioned to approve June10th Meeting Minutes. 2nd by Ruby. By Roll, Trustee votes are as follows: Seyler – Aye, Vidlak – Aye, Eaton – Absent, Ruby – Aye and Crook- Aye. Motion approved.
Claims and Accounts were presented. Trustee Crook stated he wanted another bid for the office front renovation. Clerk explained she went out for 2 and only one came back. Clerk doesn’t think there will be enough time with special orders to finish renovation before the end of the fiscal year if she has to wait on another bid. Board discussed the reasonability of the bid from Laramie Construction and the 50% deposit. Vidlak motioned to approve July Claims and Accounts. 2nd by Ruby. By Roll, Trustee votes are as follows: Seyler – Aye, Vidlak – Aye, Eaton – Absent, Ruby – Aye and Crook- Nay. Motion approved.

CORRESPONDENCE- The clerk received a few complaints about the availability of the recycle trailer.
CLERK REPORT – The clerk reported that she completed and filed quarterly reports for payroll and did research for a siren grant. The Letter of Intent to FEMA was submitted. FEMA acknowledged the letter, but replied that emergency funds were low due to the pandemic. Clerk is working with MAPA to find another grant funding source.
Village Maintenance Report: The well pumps ran for 583 hours, pumping 2,095,000 gallons of water. Lift station pumps were down. Residents are continuing to flush non-flushable items into the sewer system causing pumps to jam and fail. Heyen replaced valves in the vacuum pumps but they are still not starting up. Heyen requested to order two new vacuum pumps. Heyen also reported that the main sewer ejector pump seals are oozing and need to be repaired.
Board asked Heyen to get in touch with Johnson Service Co. and find out when we can expect them to do the contracted work on the sewer system for this fiscal year.
Fire Report- Kevin Gerkin reported that the resolution of the Union Rural District Annexation was approved as of July 1, 2020. Nehawka Fire District is still waiting on Union funds transfer to Nehawka accounts. Gerkin also reported 1 Fire call. The new election was held for the new Nehawka Rural Fire Board. Jim Noerrlinger was elected as a Union representative and two other Union volunteers were accepted to the Nehawka Volunteer Fire Department. They have been working on repairs and organization of Union assets.
Union United Inc. Report: The annual Union Golf Tournament is scheduled for August 29, 2020 at Grandpa’s Woods Golf Course.
NEW BUSINESS:
Vidlak motioned to ratify meeting actions for April 9,2020 board meeting that was held in person with essential members but shared publicly live on FaceBook.2nd by Ruby. By Roll, Trustee votes are as follows: Seyler – Aye, Vidlak – Aye, Eaton – Absent, Ruby – Aye and Crook- Aye. Motion approved.
The Board discussed utility permit request for Nebraska Link fiber installation on Highway 34 to Nehawka. The Board was concerned about the horizontal drilling running in similar areas as our water and sewer lines. They request close coordination with Steve Heyen on the location of the drilling due to the irregularities in our utiltity infrastructure.
Vidlak motioned to pass Resolution 20-06: Utility Permit for OPTK Networks. 2nd by Crook. By Roll, Trustee votes are as follows: Seyler – Aye, Vidlak – Aye, Eaton – Absent, Ruby – Aye and Crook- Aye. Motion approved.
Vidlak motioned to pass Resolution 20-07: LARM 2020-2021 Renewal Resolution. 2nd by Ruby. By Roll, Trustee votes are as follows: Seyler – Aye, Vidlak – Aye, Eaton – Absent, Ruby – Aye and Crook- Aye. Motion approved.
Ruby motioned to adjourn at 7:33 pm. 2nd by Crook. By Roll, Trustee votes are as follows: Seyler – Aye, Vidlak – Aye, Eaton – Absent, Ruby – Aye and Crook- Aye. Motioned approved.
The next regular meeting is scheduled for August 12, 2020 at 7 pm at the Union Fire Hall. The Meeting Notice and Agenda will be posted for the public at the Village Office, the Union Junktion, and the Union Post Office.
