VILLAGE OF UNION MEETING MINUTES SEPTEMBER 8, 2021 Chairman Seyler called the monthly meeting for August to order at 7:16 pm at the Union Office at 500 Main St. The Open Meeting Laws were displayed for public reference. On roll call: Seyler – Aye, Vidlak – Aye, Crook – Aye and Ruby-Aye, Hill – Aye. Ruby motioned to pass allowable growth increase of 1.0% for a total of 3.5%. 2nd by Hill. Also, Papillion Sanitation is setting new rates as of Oct 1, 2021: Residential rate: $20.44 per month, Senior rate: $18.92 per month. The clerk has been receiving complaints about the state of the village. There are unregistered, non-functioning vehicles parked all around properties in the village. Tree limbs from the last storm are still littering multiple residences. Yards are un-mowed and unkempt. Windows are out in buildings, attracting wild life. The Board agreed to assemble the Health Board for a walk-through sometime this month. CLERK REPORT – The clerk reported that she created a process, assisted by the County Zoning Office, to permit the installation of solar panels on residential homes in the Village. She has received a building permit application, for such a project, and documents to consider at our next Board meeting on Oct. 13, 2021. Village Maintenance Report - Steve Heyen forwarded to his report to the clerk in his absence. The wells pumped 2,137,000 gallons of water, running an estimate of 363 hours. 1,167,000 gallons of wastewater was processed through the lift station. The Village received a Level 1 Assessment request from NDEE pertaining to coliform presence in the water system after the installation of the new well pump. He is working on the documentation which is due by September 26, 2021. Fire Report- No one present to report. Union United Inc. Report: Twenty-nine golfers played in the Union United Annual Golf Tournament Fund Raiser last month. They raised approximately $2100 at the event. The group also got a crew of volunteers together for a new grape harvest at Union Hill Vineyard. They picked 3800 lbs. of grapes and had to leave 1000 lbs. on the vines due to time limit and lack of volunteers. NEW BUSINESS: Vidlak introduced Ordinance 5-214 by title: Weight and Size Limits: Permits. “No vehicle of a total vehicle weight in excess of six tons shall be operated on any streets of the Village without a permit to do so...” Vidlak motioned to suspend the three readings. 2nd by Hill. The Ordinance limits the weight of vehicles on Village Streets to six tons, with exceptions, in an effort to prevent excessive damage to our streets and limit the expense of constant repairs. Vidlak motioned to adopt Resolution 21-03: Signing of the Municipal Annual Certification of Program Compliance to Nebraska Board of Public Roads Classifications and Standards, 2021. 2nd by Ruby.
