MEETING MINUTES
AUGUST 14, 2024

The Chairman called the meeting to order at 7:03 pm at the Union Office/Fire Hall at 500 Main St. The Open Meeting Laws were displayed for public reference.  On roll call:  Seyler – Aye, Feek – Absent, Fritschle – Absent, Ruby-Aye, Hill – Aye.

Minutes of the July Board Meeting minutes were reviewed. Ruby motioned to approve July 10, 2024 minutes. 2nd by Hill.  By Roll, Trustee votes as follows, Seyler – Aye, Feek – Absent, Fritschle – Absent, Ruby-Aye, Hill – Aye. Motion approved.

Claims and Accounts were presented. Hill motioned to approve August Claims and Accounts. 2nd by Ruby. By Roll, Trustee votes as follows, Seyler – Aye, Feek – Absent, Fritschle – Absent, Ruby-Aye, Hill – Aye. Motion approved.

CORRESPONDENCE – The clerk received Funding Agreement from USDA for the Water System Upgrade.  Due to the high cost of the project, $1.8 million, the USDA was asked to break the project into two activities, New Well Siting and Addition, $880K and Infrastructure upgrade $1.1 million. The Village must implement Well redundancy and blending unit first.
CLERK REPORT – Heyen and the clerk are working on a digital copy of the Lead Line Inventory, due to the State by October 16, 2024.
Village Maintenance Report – Heyen reported 982,000 gallons of water metered and pumps ran for 171 hours. The lift station processed 684,000 gallons.  Heyen also reported the he will continue to pump water to the lagoons to keep proper depth.  Toby Heyen is being trained for his water operator license and will be receiving more responsibility and hours to work for Village Maintenance.
Union United Inc. Report: The 15th Annual Union United Golf Tournament will be held on Saturday September 28, 2024, 9:00am at the Wildwood Golf Course in Nebraska City.

Old Business: One customer has had utility service cut-off due to non-payment. There are three others that need to sign payment agreements.

New Business: 

Ruby motioned to pass Resolution 24-05: League Association of Risk Management 2024-25 Renewal Resolution.  2nd by Hill. By Roll, Trustee votes as follows, Seyler – Aye, Feek – Absent, Fritschle – Absent, Ruby-Aye, Hill – Aye. Motion approved.

Ruby motioned to pass Resolution 24-06: Signing of the Municipal Annual Certification of Program Compliance 2024.  2nd by Hill.  By Roll, Trustee votes as follows, Seyler – Aye, Feek – Absent, Fritschle – Absent, Ruby-Aye, Hill – Aye. Motion approved.

Ruby introduced Ordinance 11-102: Amending Section 3.0 of Union Zoning Overlay District Floodplain Management Ordinance 60.3(d) Establishment of Zoning Districts, to amend the Flood Insurance study to include the study identification 31025CV000B, and repealing Section 3.0 as hitherto existing, by title and first paragraph, 

Ruby again read Ordinance 11-102: Amending Section 3.0 Zoning Overlay District Floodplain Management Ordinance 60.3(d) by title and moved to suspend the rules of the three separate readings and that Ordinance 11-102:  be considered for passage on the same day upon reading, by number and title only and then placed on final passage. Hill 2nd the motion.  Establishment of Zoning Districts, to amend the Flood Insurance study to include the study identification 31025CV000B, and repealing Section 3.0 as hitherto existing.

Ruby read Ordinance 11-102: Amending Section 3.0 Zoning Overly District Floodplain Management Ordinance 60.3 (d) in its entirety and motioned to adopt Ordinance 11-102 to become effective immediately.  2nd by Hill. By Roll, Trustee votes as follows, Seyler – Aye, Feek – Absent, Fritschle – Absent, Ruby-Aye, Hill – Aye. Motion approved. 

Ruby motioned to renew the Village’s membership to Nebraska Rural Water Association and pay dues in the amount of $200.  2nd by Hill. By Roll, Trustee votes as follows, Seyler – Aye, Feek – Absent, Fritschle – Absent, Ruby-Aye, Hill – Aye. Motion approved.

Ruby motioned to accept Terms of Engagement for the preparation of Union’s 2024-2025 Budget by Ric Ortmeier, CPA.  2nd by Hill. By Roll, Trustee votes as follows, Seyler – Aye, Feek – Absent, Fritschle – Absent, Ruby-Aye, Hill – Aye. Motion approved

Ruby and Hill have received multiple complaints about the parking on 4th Street since it is very narrow and how it posing an accident risk.  Heyen stated that he has trouble removing snow around that corner and onto B St.  The Board asked the clerk to work on an ordinance restricting parking on either side of 4th Street and the North side of B St. and order no parking signs.

The clerk discussed the income and expenses for the current fiscal year. She discussed the proposed 2024/25 operational spending for each department, new swing seats, the repair of Todd Park sign, message center for postings and the water system projects.

The next regular meeting is scheduled for September 11, 2024 at the Union Fire Hall.  The Meeting Notice and Agenda will be posted for the public at the Village Office, the Union Junktion, and the Union Post Office by September 6, 2024.
