MEETING MINUTES
JULY 15, 2026

The Chairman called the meeting to order at 7:00 pm at the Union Office/Fire Hall at 500 Main St. Open Meetings Act is posted on the wall.  Meeting Notice and Agenda were emailed to the Board and posted at the Union Post Office, Village Amin Office and Union Junktion on July 13th. On roll call:  Seyler – Aye, Feek – Aye, Fritschle – Aye, Ruby-Absent, Hill – Aye.

Minutes of the July 10th Board meeting were reviewed. Hill motioned to approve July 10, 2026 Meeting minutes.  2nd by Feek.  By Roll, Trustee votes as follows, Seyler – Aye, Feek – Aye, Fritschle – Aye, Ruby-Absent, Hill – Aye. Motion approved.

Correspondence:  Clerk received notice from the NE Association of County Officials of changes to the Open Meetings Act by LB596 this year. Notable changes: poster will no longer be distributed and posted for meetings.  A copy of the Act will be on hand for anyone that requests it.  Advance public notice of time and place of meeting and how it was distributed will be noted in the minutes.  The clerk has training on it and will brief the Board on anything else of note.

Clerk Report: Quarterlies are completed, paid and filed.  Budget requirements and numbers will be discussed at next meeting along with the passage of Local Option Sales Tax Request Resolution.

Ruby arrived at 7:15pm

Maintenance Report:  Heyen reported 902,000 gallons of water were pumped. 6300 through the Fire house into the lagoons. Pumps ran for 1166 hours.  Lift Station processed 936,000 gallons of wastewater. 

Heyen reported that a contractor was dumping large limbs in the brush pile that are too heavy for the tractor to push up on the pile away from the ballfield fence.  Ruby said he already contacted the contractor to fix the problem, but will contact them again.  Seyler raised the need for another sign prohibiting commercial use of the brush site with associated fines noted.  The clerk will look for an existing ordinance to cite for fines and work with Accelerated Graphx on a sign. The clerk also will purchase another camera to monitor the pile more closely.

Contractors are contacting Heyen to buy water, but in the past have not honored their agreement to provide amounts drawn from our system so they can be billed.  NPPD has a project going on and Murray has refused to sell them any more water.  Heyen took down their contact information and gave them permission to use the hydrant and report their usage each day.  The Board agreed this will be the last time we sell water out of the hydrants.  

Union United Report:  Meeting to follow.

Terms of the propane contract were discussed.  Feek motion to approve Frontier Coop Pre-Paid Propane Contract for 1800 gallons at $1.55 to include a summer fill, if necessary.  2nd by Fritschle. By Roll, Trustee votes as follows, Seyler – Aye, Feek – Aye, Fritschle – Aye, Ruby-Aye, Hill – Aye. Motion approved.

ClerkBooks Full Accounting Software package was discussed to replace QuickBooks Desktop and Enhanced Payroll.  There is a set-up cost of $3600 initially and then a monthly fee of around $98.  The utility software will be set up for online payments from customers, satisfying a decade long request from the public.  The clerk estimates the move will pay off in about three years.  The other issue with Quick Book Desktop is that Intuit is discontinuing support after December 31, 2026.
Ruby motioned to authorize Chairman Seyler to sign the ClerkBooks Acceptance of Quote and Terms of Service agreement. 2nd by Hill. By Roll, Trustee votes as follows, Seyler – Aye, Feek – Aye, Fritschle – Aye, Ruby-Aye, Hill – Aye. Motion approved.
 
Ruby motioned to approve Union United’s request to use A St from 1st to Larue St. to host a Farmer’s Market on August 16, 2026.  2nd by Feek. By Roll, Trustee votes as follows, Seyler – Aye, Feek – Aye, Fritschle – Aye, Ruby-Aye, Hill – Aye. Motion approved.

Ruby motioned to pass Resolution 26-05:  LARM Renewal Resolution.  2nd by Hill.  By Roll, Trustee votes as follows, Seyler – Aye, Feek – Aye, Fritschle – Aye, Ruby-Aye, Hill – Aye. Motion approved.

Ruby motioned to accept Letter of Engagement from Ric Ortmeier, CPA to compile Union’s budget for FY2026-2027.  2nd by Hill.  By Roll, Trustee votes as follows, Seyler – Aye, Feek – Aye, Fritschle – Aye, Ruby-Aye, Hill – Aye. Motion approved.

The next regular meeting is scheduled for August 12, 2026 at the Union Fire Hall.  The Meeting Notice and Agenda will be posted for the public at the Village Office, the Union Junktion, and the Union Post Office by August 7, 2026.
