MEETING MINUTES
SEPTEMBER 9, 2026

The chairman called the monthly meeting for September to order at 7:05 pm at the Union Offices/Fire Hall at 500 Main St. The Open Meetings Act were available at public request. Meeting Notice and Agenda post at the Fire Hall, Union Post Office and The Junktion on September 4th.  On roll call:  Seyler – Aye, Feek – Aye, Fritschle – Absent, Ruby-Aye, Hill – Aye. 

Ruby motioned to set the property tax request by Resolution 26-08, setting the request at $60,606.06 with a levy at .451697 per $100 of assessed value.  The total operating budget will decrease last year’s budget by 6 %. 2nd by Hill. By Roll, Trustee votes are as follows: Seyler-Aye, Feek-Aye, Fritschle-Absent, Hill-Aye, Ruby-Aye.  Motion approved.

Ruby motioned to adopt the 2026-27 Budget as presented.  2nd by Hill.  By Roll, Trustee votes are as follows: Seyler-Aye, Feek-Aye, Fritschle-Absent, Hill-Aye, Ruby-Aye.  Motion approved.

Minutes of the August Board Meeting were reviewed. Feek motioned to approve August 12, 2026 Meeting Minutes.  2nd by Hill. By Roll, Trustee votes are as follows: Seyler-Aye, Feek-Aye, Fritschle-Absent, Hill-Aye, Ruby-Aye.  Motion approved.

Claims and Accounts were presented. Hill motioned to approve September Claims and Accounts.   2nd by Feek.  Trustee votes are as follows: Seyler-Aye, Feek-Aye, Fritschle-Absent, Hill-Aye, Ruby-Aye.  Motion approved.

CORRESPONDENCE- NTR
CLERK REPORT – The clerk completed her activities for Union’s municipal budget preparation and will be working on preparing budgets specifically for Streets for NDOR and Sewer for the USDA.  All will be filed by September 30, 2025.
Village Maintenance Report – Heyen reported 1,006,000 gallons of water pumped and ran for 174 hours. 51,400 gallons pumped to the Lagoons. The lift station pumped 1,140,000 gallons of wastewater.  Heyen also reported that the maintenance office project should cost about $2,000.  ALA water main was moved to under the apartments.  Maintenance requested to purchase power washer to help with vehicle maintenance.  Seyler approved.
Fritschle arrived at 7:16pm.
Fire/Rescue Report:  NTR
Union United Inc. Report:  17th Annual Golf Tournament September 12th.  Still some spots open.  Banquet planning to follow after Board Meeting.

New Business: 

Tri-State Contracting submitted a $50,000 bid to repair and maintain problem street areas throughout the village located on map supplied by the contractor.  All patches will be milled to make joints seamless with the road for future mill and overlay preparation. Ruby motioned to accept bid from Tri-State for street repair throughout the village.  2nd Hill. By Roll, Trustee vote as follows: Seyler – Aye, Feek – Aye, Fritschle – Aye, Ruby-Aye, Hill – Aye. Motion approved.

Last month data centers and their effects were discussed.  The clerk asked the Board if she should prepare an amendment to the zoning ordinance banning data centers from being constructed within village limits.  The Board agreed and clerk with present the ordinance at the October Board Meeting/

Feek motioned to adjourn at 7:22pm.  2nd by Fritschle.  By Roll, Trustee vote as follows: Seyler – Aye, Feek – Absent, Fritschle – Aye, Ruby-Absent, Hill – Aye. Motion approved.


The next regular meeting is scheduled for October 14, 2026 at the Union Fire Hall.  The Meeting Notice and Agenda will be posted for the public at the Village Office, the Union Junktion, and the Union Post Office by October 9, 2025.
